I'm going with A also..
It was a close call with C but I ultimately decided that being "qualified" was too strong when the committee member was talking about being banned.
I rephrased the argument as such which helped me: "Do not put a leader in place if he would banned from a function he is overseeing"

D for me.
The argument comments on excessive drinking and leadership from the top down. D makes specifically refers to these points (commanding), while A refers to "any important position".
I'll be the devils advocate and go with D.

so in a top down management a leader shud have the ability to face all the positions. so i go with c here
