3.5 from a big ten is probably better; 3.6 from a below-average school is probably better. Not sure what a "sec" school is but 3.2 from a bad school is probably better because the applicant could argue that circumstances forced him to attend the bad school.
There are no "points." Not sure where you're getting your info about admissions decisions, but schools do not follow some kind of formula. It's more subjective than that, which is both bad and good.
