compare with - (point out differences between things of the same order)
compare to - (point out similarities between things of a different order)

so in this case, what exactly are the things of the same order? why couldn't native americans and the quechans be of different orders. so in B would it be right if we said
"When you compare the Quechans to other
Native Americans of the Southwest, the Quechans
