B: Compiling it from several government agencies' documents
C: A compilation of documents from several government agencies
D: Documents provided by several government agencies
E: Working from documents provided by several government agencies

My answer (B)

My Reasoning: Clear case of phrase modifying the "the investigative commission"
A: Underlined phrase doesn't modify "the investigative commission".. sounds passive
B: Compiling [active participle] seems to modify "the investigative commission" and it refers to report [there is no other singular noun to which it can refer so it is definitely referring to "a report"]
C: Option/Opening phrase doesn't modify "the investigative commission"
D: Option/Opening phrase doesn't modify "the investigative commission"
E: Similar to option B an active participle modifies "the investigative commission" but as it sounds passive I eliminated it.

I am not sure if Working from documents is the correct phrase. Any thoughts???

Its btwn B and E. If you had guessed it in the option to be a placeholder then you are wrong.

B would have been right, if it was formed as below

Compiling several government agencies' documents

E omits the it and stands out

Both ‘Working from’ and’ working with’ are correct idioms depending upon the context of each. In the given case, ‘working from, suits better. Working with means that the commission worked with several other agencies physically and produced the report. Need not be always. It can also produce a report from the documents provided by several agencies. For example, when somebody wants a technical opinion, he will ask for the opinion of the expert in writing and proceed from that opinion.

A reflection about this SC.

So, first of all Complied is :to do what you have been asked or ordered to do, for istance : I asked the waitress to refill my coffee cup and she happily complied.

Here the commission works from documents provided by different agencies......did not order anything or ask anything

A and B out.......wrong.

C unuseful

E indicate only the providing of documents, but the commission produced a report, hence has worked on documents.....

E seems really the right choice.........

Hi Mun, below is my observation:

A: Complied from documents provided by several government agencies....Sounds as if The investigative comission is compiled which is awkward
B: Compiling it from several government agencies' documents....."It" has no clear referant
C: A compilation of documents from several government agencies....The whole phrase does not modify "the investigative body
D: Documents provided by several government agencies.....Similar problem as in C
E: Working from documents provided by several government agencies....Bingo Working from the document.......The investigative body produced report ........
