(D) also modems, they are the devices that allow
(E) also modems, which are the devices to allow
Is B right because of parallelism, subject are and are modems. For modems, it is just reversed but that is the same, right. So too sounds wordy though!

By the way, it doesn't matter if the sentence is underlined. Just look at choice A and it is the part of the sentence that's supposed to be underlined.
