(D) also modems, they are the devices that allow
(E) also modems, which are the devices to allow

Please, explain your answer.

I confuse with "so too are". is "so too" a subject?

Will go for 'B'

Computers are ...so too are - in parallel

But it fails one rule which was posted sometime back in gmatclub

[Plural] + that + [singular verb]

In B it fails, as it is
[Plural] + that + [plural verb]

Thank, Beyond700. What is meaning "so too". Other words, can you find synonyms?

Some thing like this

He was interested, and so too was she

So - adverb - here used as 'similarly'

too - adverb - used as 'also'

So for me so too - also similarly the modify the verb 'are' :roll:

'to allow' is incorrect in A, E. Eliminate.
'...,they are the devices..' is a separate sentence in A, D. Eliminate.
'the devices allowing' is incorrect in C. Eliminate.

Answer is B.

I believe that 'so too are' is referring to 'becoming faster, more powerful, and more reliable'. It conveys that modems are also 'becoming faster, more powerful, and more reliable'.
