Concerned at the increase in accident fatalities, Tennesse adopted a child-passenger protection law requiring the parents of children under four years of age to be restrained in a child safety seat.

A. parents of children under four years of age to be restrained in a child safety seat
B. the restraint of parents of children under four years of age in a child safety seat
C. that parents restrain children under four years of age in a child safety seat
D. that children be restrained under four years of age in a child safety seat by their parents.
E. children to be restrained under four years of age by their parents in a child safety seat

The correct answer is C but i think it's wrong as the option starts with 'that' after 'the' which sounds awkward. I didn't find any answer as correct answer.

I guess the bold part should also include "the" before parents. In that case answer would be C

Should be C once the part to be replaced also contains "the".

without 'the' none of the choices make sense.

So 'the' needs to be included in the bold part. In that case C is the right answer

Thanks to everyone!

I checked, but 'the' is not underlined. It's a typing mistake I guess. Yes, if 'the' was underlined, 'C' would have been the correct option.

Thanks again!

C. that parents restrain children under four years of age in a child safety seat -------->I would go with this one IF it were to include "their" before chidren.
D. that children be restrained under four years of age in a child safety seat by their parents. ------> This one is wordy but grammatically correct one

I think option D is incorrect as it changes the meaning of the statement and doesn't make sense. Is says that "children be restrained under four years of age" whereas "the children, who are under fours years of age, are to be restrained in a child safety seat". Please correct me if I am wrong.

A. parents of children under four years of age to be restrained in a child safety seat
Seems that parents are required to be restrained

B. the restraint of parents of children under four years of age in a child safety seat
Same problem as above

C. that parents restrain children under four years of age in a child safety seat
my pick

D. that children be restrained under four years of age in a child safety seat by their parents.
four years of age should come just after children for correct modification

E. children to be restrained under four years of age by their parents in a child safety seat
Same problem as above

(C) b/c REQUIRING is a request, you must use the subjunctive form : THAT + VERB (infinitive form - without "to").

Hay guys u are right that the ans should be "c" but u missed the main reason why its c.Hope this will make it clear
Modifiers and Quantifiers should be close to the word they modify or quantify
A- its looks like the parents should be restrained
look closely at the sentence Under 4 years should modify children so D&E are out.
B is meaningless
to be restrained is passive and cannot be used and parents restrain their children
so-
parents restrain children under four years is the correct phrase

C is subjunctive and has the correct phrase usage so its right.

Hope this is clear
