Which do we select (also take not of the shift in verb tense from "led" )

(ii) "concerns about cyber crimes led to the passing of cyber laws between 1990 and 2010"

B : have led ( the perfect tense ) is the deal breaker : the timeframe is 1994-2010 ie PAST so present perfect doesn't make sense ; the laws were already passed so there's no scope of any ongoing aroma in lieu of that.

Led scores over Have led

apart from this the placement of modifiers in A makes it a better fit than B

IMO A.

I would select (i) coz
concerns about cyber crimes led to the passing between 1990 and 2010 of cyber laws
IMO this sentence seems proper construction

i will give a try for (ii)
concerns about cyber crimes ledto the passing of cyber laws between 1990 and 2010
But here "between.... " seems to depend on following sentence

Not convinced with OA, as it sounds a bit awkward , should have been

Concerns about cyber crimes led to the passing of various cyber laws between 1990 and 2010 to serve

Isn't it, First we say Concerns ABOUT? then we say what it LED to WHAT? then we say TIME PERIOD then we say WHAT was the PURPOSE of LAWS.

(A). sounds awkward by giving time frame before telling what the CONCERNS led to?

Spot on with the explanation! since a time frame is mentioned you need to continue with led.
