Tough one indeed. I pick B (I don't have the OA)
I think that we could learn more if we try to say why we picked one answer choice instead of another. :idea:

I picked B beacuse in A, "the construction between" seemed wrong: The construction of what ?
However, I believe that the key for understanding the answer here,
is to determine whether the use of past perfect is correct.

Should it be "Concerns led" or "Concerns HAVE led" ?

Agree that only A properly places the time modifier right after "construction" because it is the construction which happened b/w that time frame. On this basis, B, C and E are out. D just has an impersonal and unnessarily wordy structure

Fair enough... Dookie

First, it appears that the use of present perfect in B is inappropriate. Here I decided to treat the construction of each sewer as separate event.
Second, B has a misplaced modifier. "1876...blah blah" should be close to the word construction.

So A overcomes the two issues I have with B.

A. Concerns about public health led to the construction between 1876 and 1904 of three separate sewer systems to serve
B. Concerns about public health have led to the construction of three separate sewer systems between 1876 and 1904 to serve
C. Concerns about public health have led between 1876 and 1904 to the construction of three separate sewer systems for serving
D. There were concerns about public health leading to the construction between 1876 and 1904 of three separate sewer systems serving
E. There were concerns leading between 1876 and 1904 to the construction of three separate sewer systems for serving



i would go for B.

A- "......construction between 1876 and 1904 of of three...." - of is too far from construction. i think construction of should be together.

This one a terrific SC. This is my take..

The best sentence would have been
Concerns about public health led to the construction of three separate sewer systems between 1876 and 1904 to serve metropolitan Boston.

Provided the above is written today. HOWEVER, what if this sentence was written in 1904, in such case as written in B => 'have + past participle' = making it 'present perfect', will be ok.

Also, 'construction of three sperate sewer systems' sounds lot better than 'construction between 1876 and 1904 of three sewer systems'.

A it is.

Apparently, Present perfect tense cannot be used along with time here.
Though, A has construction between as unidiomatic, it's a BETTER answer than B.
