idiom is between X and Y...

so we are left with B & A.

IN A the construction is awkward..it seems in A public concern led to the construction of 1876?..

B is clear...

Since there is a specific past time indication of "between 1876 and 1904", the past tense may be preferable to present perfect tense.

Only A

Only past tense is sufficeinet

B - have led
C - have led and meaning is different too..
D - totally messy. It seems to mean that public health led to the construction
E - same as D. Means different too

I choose B, though i am concerned about the have led in B, A is clearly very badly built....
