How do we know that "which have threatened " modifies "union" not "representatives"??

If this is the case , then B would be correct??

Expert please explain.

KAPLAN OFFICIAL EXPLANATION:

(A), (C), and (D) are all awkward and unidiomatic. (B) uses an acceptable idiomatic form, asked that a federal arbitrator mediate, but it then violates subject-verb agreement by using the plural verb have with the singular subject union. (E) uses the proper singular verb form has, and another acceptable idiomatic expression: "has asked a federal arbitrator to mediate negotiations between representatives of the umpire's union, which...".

Sir asked made the question and it must be followed by that only. SO option B must be correct.
