I have been contacted by a consultant who has been on the admission committe at Cornell University for 4 years. Can I trust this person's work is going to be good? I am applying part-time MBA. Still the price is about $270 for one hour. IS that reasonable? Can some one please advice.

There is a big difference.

But besides their experience on the committee, I would say two other things are important 1. You have good communication with them, trust them, and feel good. 2. Their actual editing and story-telling skills should be awesome. These two things are just as if not more important than the fact of having been on an Adcom or not.
