My question, though, is between D and E. I know that E is passive. However, the subject of the second part of the sentence seems to be the cleaning products. Isn't it better if we keep the subject of the first part the same?

One reason that E is incorrect is because the verb is 'thought' and the second clause, which is not underlined uses present tense. So, even though the 'subject' consistency in E is appealing, there is a verb mismatch.
In D, the plural referent 'they' is unambiguous and expresses the meaning of the sentence precisely.

Thought is not the wrong tense, it is used as a passive mode.

you are right, Hong.
I think the prepositional phrase 'by customer' following 'as' is intrusive and awkward, in addition to the passive construction in E.
