In the stem "especially if they are used improperly" .

If we use Consumers in the answer "they" as mentioned above will not have a correct antecedent.

I also thought of this case while doing it , but then thought m thinking too far

Later the statement says 'them'.... so it has to be Consumers!

Them refers to the hazardous substances and not the consumers.
OA is D..
