Answer: D

Why not E? I thought household cleaning products are the main character of the whole theme. So they should lead the sentences. Besides, the last sentence is passive voice, so the first sentence should be the same to make them parallel.

what does "them" refer to in E?

cleaning products or consumers :) In D, using the singular "consumer" eliminates this ambiguity. thats why D is better than E
