Corporate finance committees do not plan the detailed activities of the various divisions in a large firm, but by their allocation of investment funds they make strategic judgements as to where the firm should expand.

I chose C, but the OA is A. Can someone please explain why and what's wrong with C? and guys, please don't just say what the OA is because obviously i've already posted the OA. I'm not looking for an answer. I'm looking for why the OA is the correct answer.

Brutal.. There is nothing wrong with C itself (at least I do not see what could be wrong). I got into this trap myself.

It is the matter of how the judgements are made and when the judgements are made.
In A we are told how they are made - by their allocations of the investment funds, meaning more funds are invested in the divisions that are to be expanded and less in the other divisions.
In C we are told when the judgments are made - they make strategic judgements on where the firm should expand when they allocateinvestment funds, ..
