"whether X and that Y" in A breaks parallelism.

My guess is (D).

The corporations have to report something, which is a kind of information which should be published.

I pick D.

A is wrong as 'that' is not necessary
B is wrong as that their employees earned is an unwanted passive usage
C is wrong as it uses the passive tone again
D is right - it says the very information that should be reported must also be published
E is wrong as it wrongly uses published!
