Please explain the difference between the highlighted BOLD BLUE text.
which is correct between C and E and WHY and what's the difference between the highlighted text.

E is correct IMHO.. C just doesnt sound right to me. "when to be able" is not correct grammer.
maybe someone else can clarify further
