In the effort to fire a Civil Service employee, his or her manager may have to spend up to $100,000 of tax money. Since Civil Service employees know how hard it is to fire them, they tend to loaf. I think the OA is right. Only I can be inferred from the passage. III is extreme (most), not evident from the passage and outside of scope. There could be contractors working for the government for all we know.

Late but OA is correct. The statement government not efficient means,
no effective rule formed by govt to fire civil service employees and not
to infer as civil service employees are govt employees.

Even though I agree that III is a bit extreme, but if inefficiencies in firing civil servents imply that government is inefficient than most of the govt employees must be civil servents.

I also originally chose B. After a close rereading, it appears that (A) should be correct because the phrase "so inefficient" is rather vague. To some people, even .01% is too wasteful. Also, we can not infer that most govt. workers are civil service employees based on the evidence in the passage.

Tricky question.

This is a great question. This explains in large part why the government is so inefficient. --- is the conclusion drawn in the passage. It is based on an assumption ( all civil workers work for the govt. ) and not just premises. An inference should never rely on the assumption. It should come from the premises. Only (I) can be correctly inferred from the passage. III is the assumption.
