Mayor of Plainsville: In order to help the economy of Plainsville, I am using some of our tax revenues to help bring a major highway through the town and thereby attract new business to Plainsville.

Citizens’ group: You must have interests other than our economy in mind. If you were really interested in helping our economy, you would instead allocate the revenues to building a new business park, since it would bring in twice the business that your highway would.

The argument by the citizens’ group relies on which one of the following assumptions?
(A) Plainsville presently has no major highways running through it.
(B) The mayor accepts that a new business park would bring in more new business than would the new highway.
(C) The new highway would have no benefits for Plainsville other than attracting new business.
(D) The mayor is required to get approval for all tax revenue allocation plans from the city council.

Citizen's group assumes that the mayor accepts that a new business park would bring in more new business than would the new highway and thats why think "You must have interests other than our economy in mind".

Plainsville’s economy can flourish even without the business park.

B totally baffles me. I dont understand how that is assumption underlying citizen group's argument.

To me it looks like citizen group is trying to convince mayor using its argument and it does not look like mayor is convinced with by the argument otherwise why do they need to emphasize the point.

To me it looked like both parties have diff paths in mind to the same goal "improved economy".

can someone explain?

Assumption: Mayor accepts that $ from B park = 2($ from highway)

Still, Mayor of Plainsville: In order to help the economy of Plainsville, I am using some of our tax revenues to help bring a major highway through the town and thereby attract new business to Plainsville.

Citizens' conclusion: The Mayor must have interests other than our economy in mind.

Got tricked by C, but it's B. The reason is you're talking about economic benefits. The citizen already stated that the mayor has other interest or benefit in mind. So even it there is other benefits (C) it doesn't add or subtract from the argument. Therefore the citizen is assuming that the mayor knows that building the park would be more (2 times more) beneficially for the economy than the highway. If he didn't know the citizen can't fault him for the bridge. The citizen assumes he knows so the citizen fault him for having other interest.

Hi,

E is correct

(A) Plainsville presently has no major highways running through it. => irrelevant information
(B) The mayor accepts that a new business park would bring in more new business than would the new highway. => This cannot be the reason but a wish
(C) The new highway would have no benefits for Plainsville other than attracting new business. => This is the tricky one simply because it restates a premise. Attract new business doesnt necessarily mean that the eco would improve. You can have 1000 out of town companies come & 0 step up shop in your county thus your economy has no improvement at all
(D) The mayor is required to get approval for all tax revenue allocation plans from the city council.=> Irrelevant
(E) Plainsville’s economy will not be helped unless a new business park of the sort envisioned by the citizens’ group is built. => Correct Economy will be helped
