I am also getting E on this.

If expert (A) then understand cause(B) --> not certain of solution (C)

if not C ie. certain of solution, then not B (not understood cause)

According to the stem:

Understand => Expert.

Expert => Not Certain to Solve.

A conclusion should go, either

Understand => Not certain to solve, or this expression´s contrapositive:

Certain to solve => Not Understand, which is exactly what E states.
