E is the best option.

Evidence - small roads don't have proper edge markings. Clear edge markings will help when visibility is poor and contribute to road safety.
Conclusion - Annual accident rate increased slightly.

A. Irrelevant
B. It is mentioned in the argument that "Clear edge markings will help when visibility is poor ".
C. This doesn't support the conclusion.
D. Irrelevant
E. This option mentions that drivers avoided these roads at night earlier, but after clear edge markings were painted, drivers started using those roads(edge markings didn't help much) and hence the rate of accidents increased.

totally agree with E. Driving in the night is the primary reason for the high accident rate.

Ok, first I am wrong with B. now, I can explain it wrong because the weather have effects on both the before and after decision of painting edge marking. So, neutral.

(E) mean. after painting edge mark, more people drive on night than before. Make sense.
