The criticism or flaw is that if everyone sits at a high table then no one will see the celebrities.

I don't see E as the correct answer- E distorts the proposal, which is to replace some of the current seating.
The author seems to want to make two contradictory points: He notes that on the one hand, people at tall tables generally leave faster, but, as such high tables are prized at this particular restauarant, we could be dealing with a fatal exception. What if customers linger all day?
