It has to be D - its the only question that directly attacks the conclusion of the argument by stating the labor pool will not be made up of strictly heads of household.

it is important not to miss "heads of the households" and not assume that we are talking about the labor force in general... and so to fall for E

D is correct indeed.

D, we're measuring the heads of households which does not account for the non-head members of the households...
