A is the best answer. Everything else is out of scope or irrelevant.

B = out of scope. What has timing got to do with the argument?

C = out of scope. What do we care about the economics of the Clean Air Act?

D = irrelevant. What has the author's motives got to do with the logic of the argument?

E = irrelevant. The percentage of those who chose not to respond don't tell us anything about any special interest groups.

My choice is A as well.
Reasons

B - Not relevant
C - Not relevant
D - relevant but not needed
E - talking about the rest 3% which is not our concern as per the context.

I do not think E talks about remaining 3%.

Lets us consider the following

Total number of targeted people for poll = 1000

Let us say that only 100 responded

80 - oposed the relaxation

17 - supported the relaxation

3 - we do not know they may have expressed no opinion. (but they responded)

Now, can we make any conclusion on th basis of this statistics? 90% of the targeted people did not respond. If all of them respond, the statistics can very significantly.

So don't you think that the information mentioned in E is required to evalute the claim?

I was looking for an answer that addressed the special interests segment as that is half the conclusion. Only A comes close, so i agree with A.
