Exports of United States wood pulp will rise considerably during this year. The reason for the rise is that the falling value of the dollar will make it cheaper for paper manufacturers in Japan and Western Europe to buy American wood pulp than to get it from any other source.

Why would you assume that paper manufacturers would want to use wood pulp from the US especially if cost was not a factor?
C is a conservative answer. If the quality of wood pulp is adequate, we can expect an increase in exports

I am still confused here...
The reason I chose "c", is because the specific premise mentioned for the exports going up was the fall in value of dollar making it cheaper for the Japanese and Europeans to buy the wood pulp. So wouldnt the assumption be that the only reason that they didnt buy it before was the cost?

C is tempting, however the word 'prefer' is weak and IMO it does not make assumption. However the B is strong enough tomake assumption 'adequate'
