D for me.

A - We can't generalize as the stimulus talks about only 38 corps.
B- We don't have to worry about the individuals
C- all reported income - over generalization
E- Most of the tax returns - beyond the scope.

The OA is E. This question is from Vstudy book1 test1. ARe some of the answers given in the answer sheet wrong in the Vstudy book.
Does anyone else think that the answer is E and if so, can you please explain.
Even i marked D for this question and am not able to understand how E is the answer.
