IMO,

"ages of 15 and 64 have accounted for an increasing share of the population"
--> means "%" 15-64 age increased" --> it infers that.. 15-64 eat more than rest ..

(E) Individuals between the ages of 15 and 64 consume, on the average, more food than do those younger or older. (can be inferred as there was an increasing share in this section and that was the reason for increase in food intake)

Only when there are more number of children before 1980s, will the population share of persons between the age of 15 and 64 increase.

Doesn't D state the above fact???

E, just repeats what is said in the argument - The argument attributes the increase in the consumption of food to the increased number of persons between age 15 and 64. This means that persons between 15 and 64 eat more and this is no way an inference

You really don't have to infer too much while looking for the answer, sometimes it is just a paraphrase of one of the premises as is in this case

Option D could be otherwise too, where in people above 64 could also have outnumbered the ages of 15-64 thus D cannot be properly inferred where E can be properly inferred thus E

(D) Before 1980 children below the age of 15 outnumbered people between the ages of 15 and 64.
(E) Individuals between the ages of 15 and 64 consume, on the average, more food than do those younger or older.
