It is obvious that the cost of flood damage is greater in areas where flood control measures are implemented since floods may destroy not only the existing infrastructure but also the one created by flood control projects. To rebut the author’s contention we need to show that such measures are effective and actually serve the purpose.

Choice A fits the bill since it implies that all regions that have suffered flood damage have adopted flood-control measures.

In E) Even though the amount of rain is more than normal, this does not explain why non-protected area suffered less damage than protected ones because both areas received the same amount of rain. A) clearly says that non protected areas were not flooded and that is why they did not incur any damages.

(A) says that the author is comparing apples to oranges. Hence the argument is weak.

Answer is A

(A) does not compare - it just states a fact that pulls down the assumption made in the argument. The assumption in the argument is that both the flood affected areas and the non-affected areas are considered to be on the same plate (can anyone correct me on this?)
