In E) Even though the amount of rain is more than normal, this does not explain why non-protected area suffered less damage than protected ones because both areas received the same amount of rain. A) clearly says that non protected areas were not flooded and that is why they did not incur any damages. _________________
(A) does not compare - it just states a fact that pulls down the assumption made in the argument. The assumption in the argument is that both the flood affected areas and the non-affected areas are considered to be on the same plate (can anyone correct me on this?)
