"not paying back their loans on time" acts as a noun clause and is perfectly acceptable.
D is incorrect because "proven records that they do not pay..." actually changes the meaning."that" is used to describe something that comes before it, so here it is describing records and suggesting "records that they do not pay back".
It also eliminates the necessary "group". Without this, "collectively known as..." seems to modify "time" which is absurd.
