I will go with A.

A is the only choice which can be safely & surely be inferred.

An inference on the GMAT means something that must be true. So while I agree the answer is A, C is incorrect not because it is already mentioned (if that were the case it would be the answer) but rather because "very little funding" is not the same as limited funding. For example, the TARP funding (bailout used to fight off the U.S. credit crisis) is limited but I do not think anyone believes that $700 billion is "very little funding".
