because:

1) "are" is required; so that eliminated B and E
2) We need a modifier that modifies "business travel". A does this correctly.

What is the OA?

Sorry, but...hy do u say that "are" is required??
I mean, as per Manhattan SC, when the subject of a sentence is an -Ing phrase, it always requires a singular verb form...

The subject of the sentence is "revenues." "Declining" isn't the subject, it's a modifier.
