D. need use of "would" here.

C, E: use of economical is incorrect.

this is describing a hypothetical condition (if demographers were to develop more accurate forecasts), so "would" should be used over present perfect tense. this eliminates A and B

next, we see the split between C, D, and E
economic and economical have two different meanings, economical is used incorrectly in this sentence

economic complementary to social whereas economical is being frugal (doesn't make sense in this context)

so leaves D for the answer

'would have' is correct -> C,D and E left
'than do now' is correct -> C and D left
'economical' is wrong -> D is the correct answer.

I also picked D thinking "economical" is wrong.
But the OA is E.

May be OA is wrong...
