i. x could be 1 or a fraction. so insuff......
ii. x is only a decimal/fraction. so irrespective of the value of x, 2[x] = 1 as well.

Using mathematical notations:

I: [x] = 1 ==> x belongs to (0,1] (i.e. 0 < x <= 1) ==> 2x belongs to (0,2] ==> [2x] = 1 or 2. So we cannot get a unique value.

II: [3x] =1 ==> 3x belongs to (0,1] (i.e. 0 < x <= 1) ==> x belongs to (0,1/3] ==> 2x belongs to (0,2/3] ==> [2x] = 1

So B is sufficient.
