Despite the fact that the health-inspection procedures for catering establishment are more stringent than those for ordinary restaurants, more of the cases of food poisoning reported to the city health department were brought on by banquets served by catering services than were brought on my restaurant meals.

Means that people who get sick from eating at a restaurant will not associate their subsequent illness with the restaurant but when many people get sick while at a catered banquet, it's easy to point fingers at the caterer.

I agree with ndidi, however I was thinking of c, but if c is true then the cases brought to the city health department should have also come from hotels as the same food was served.
Why there was no case reported from any hotel customer is very well answered by the choice E if it is true.
Hence the answer ( in my opinion) is E.
