Please explain your answer choices. I will post the OA later. I rather go for A. We need to have "country clubs" to get the sense of subject who allows the joining. But we don't need to have the clubs (though it could be useful to have it for more clarity). And I think "allow the joining" is awkward expression. So I went to A.

I'll go with C. The use of "they" is not very clear in other choices (A,D&E). B doesn't look good either (Despite the political pressure to allow women and minorities to join country clubs, a policy has been maintained that prevents membership by these groups.) It doesn't tell you who is maintaining the policy of discrimination.
Choice C explains this clearly "Despite the political pressure on country clubs to allow the joining of women and minorities, the clubs have maintained a policythat prevents membership by these groups."

I will go with (C). A, D and E has issue with "they"- does not tell what they refer to. In (B)- A policy has been maintained- It doesn't say anything about, who maintained the policy...
