The answer is A, because the subject is "...hearing aids, ... and cochlear implants", and thus a plural verb "help" is required. The phrases in between are meant to distract the reader. C is wrong because the construction - "help people in their hearing" is awkward and "but neither restore hearing to normal" - should be restore. E is wrong because the sentence needs to show a sense of contradiction by using "but", and "and" is not appropriate here.

Thanks guys.. I eliminated this purely based on help. However can someone tell me how to choose between restore and restores?

restores here is correct, the subject it is attached with is neither which is singular and u need restores from the point of view of subject verb agreement

A verb after "either" or "neither" will be singular. That is the reason restores is to be used. Hope that helps.
