EDIT: Sorry, my bad. The correct solution should be

x=8y + 12

From (2), y=12z => x = 8(12z) + 12 = 12(8z+1)

But 12z and 8z+1 can not have a common factor since one is a multiple of z, but the other is one more than a multiple of z

So, B is correct.

I think I got it know...

Stmt 1)
x=12u
y=3/2 * (u-1)

we try different values for u:
u=3 y=3 and x=36 -> GCF = 3
u=5 y=6 and x=60 -> GCF = 6
--> Insuff

Stmt 2)
y=12z
x=12*(8z+1)

y and x are both multiple of 12, so their GCF is 12 --> Suff
