we need "produces" --> left with C and D.
D for better construction.
"large sums of money" sounds better than "money in large sums".

D for me.
The non-underlined portion has "large sums of money". No need of changing that and picking C. D uses the same construction.

In case of B, main verb of requires is current tense.
So, it wins agains will .. =)

A,B --> expenditure is singular
C --> 'in large sums' is not idiomatic
E --> progressive 'producing' not required

D is the best choice

Expenditure require singulra verb..that will narrow down to C and D.

Money in large sums/large sums of money...clearly large sums of money is better that money in large sums.

So Ans should be C

but i've a doubt on the use of will.
the very word "certain" might lead to the use of will.

I pick C because of the || structure (requires, produces)

for the rest , I cannot figure out what "IT" is referring to.

I will go for D.

I think, the problem with C is that it should use "produce" because "the expenditure of money in large sums produces" sounds plural. In D - "large sums of money" is a single unit.
