In your example, the modifier involves participles, which are derived from verbs but are not true verbs themselves. Here's a link about participial phrases:

The rebels set fire to the bridge by which the British troops would enter the town. The word "modifier" is actually a vague loose category. If you analysis goes no further than the word "modifier", this imprecision will lead to one mistake after another. It is much better to know all the specific forms that fall into this category.
