Does anyone know a shortcut for this type of problems? I know how to solve them, but it takes me quite some time....

No slick method. I toyed around w/it and got A.

The Answer should be "E".but I dont see any other method other than putting numbers less than 10 foo the remaining ...
i.e 9+8+7+6+4 can make 75 even if one is 41...
so "A" can still be "9"

Ans: E
(1) 41 Reps to the Congress. We have 34 remaining reps.
Given condition: A sends second largest number of reps.
So we can have something like 9, 8, 7, 6, 4 reps per country (no two countries sending the same no of reps), A being 9, so NOT SUFFICIENT

(2) For B to be the Ans, we should have Country A to send either 10 or 11 reps. But again,we can have something like 41, 9, 8, 7, 6, 4 (=75) 0r even 1,2,3,4,5 and 60 (A being 5). Hence NOT SUFFICIENT

(3) Putting these 2 together: 41 for B, say 9 for A (A < 12)... still you have choices to fill for the 4 countries. NOT SUFFICIENT.

I used the same reasoning as menonsujith and got E.
