(A) little water or services exist - services is countable (LITTLE is used only with non-countable nouns)
(B) little water or services exists (Services is plural..The verb Exists is Singular)
(C) few services and little water exists (Services is plural..The verb Exists is Singular)
(D) there is little water or services available (LITTLE is used only with non-countable nouns)
(E) there are few services and little available wate CORRECT

services are countable. So A,B,D are out.

"little" explains the availability of water. So C is out. E remains.

The sentence checks usage of countable and uncountable modifiers.
Water – uncountable – requires little
Services can be counted – fewer services

(A) little water or services exist [Or implies for both – little water or little services – eliminate it]
(B) little water or services exists [Or implies for both – little water or little services – eliminate it]
(C) few services and little water exists [Verb issue – eliminate it]
(D) there is little water or services available [Or implies for both – little water or little services – eliminate it]
(E) there are few services and little available water.[Grammatically Ok – Hold it]
