yeah, i say e as well. need to have plural forms of verbs due to subject 'areas'.

it should be 'E'.

'few' should be used for services (countable noun)
'little' should be used for water (uncountable noun)

the verb should agree with the plural subject (compounded by 'and')

A. little water or services exist (or ==> exists ==> hence wrong)

B. little water or services exists (little water does not clear the idea)

C. few services and little water exists (and ==> exist ==> hence wrong)

D. there is little water or services available (same as B)

E. there are few services and little available water


I would go with E.
