251. Downzoning, zoning that typically results in the reduction of housing density, allows for more open space in areas where little water or services exist.
(A) little water or services exist
(B) little water or services exists
(C) few services and little water exists
(D) there is little water or services available
(E) there are few services and little available water

I would go with A...

Explanation:
First Take - Or vs And..
Since the sentences states about X or Y.... I would prefer to keep that intact in the final solution..
hence I am left with A, B, D.......

Now B is wrong as services exists is not correct. The verb following the subject should be in sync with it. Hence it should have been exist.

Left with A and D...
The sentence ends with 'where ___________'. Where signifies a place or a location.. hence for me.. where there makes little sense or I would not prefer it..

Therefore my take is A.....

Would appreciate if OA can be posted....!

Ans not 'A' because LITTLE doesnt go with SERVICES, because SERVICES are countable.

Ans not 'B' because of the same reason as above.

Not 'C' because EXISTS is Singular which doesnt tie in with Water and Services. The sentence basically doesnt sound ok with option 'C'

Not 'D' for the same reason as why not A.

'E' is perfect.

Does this make sense?

One doubt guys! In the question there is an 'or' but in the E option, its 'and'. Is it correct?

option A has 'or' but is using 'little' for both water and services......which is incorrect

option E has 'and' and is correctly using 'are' and 'little water' and 'few services'

the question is not emphasizing/or asking whether we need to use 'and' or 'or'

(A) little water or services exist
(B) little water or services exists
(C) few services and little water exists- Verb agreement
(D) there is little water or services available
(E) there are few services and little available water

seekmba,
The use of "and" instead of "or" changes the meaning of the sentence, doesn't it?

251. Downzoning, zoning that typically results in the reduction of housing density, allows for more open space in areas where little water or services exist.
(A) little water or services exist --> Should be "and" coz of meaning/ water is uncount and services is count so can't use little for both/ S-V agreement
(B) little water or services exists --> same as (A) except S-V
(C) few services and little water exists--> S-V agreement
(D) there is little water or services available--> little/or
(E) there are few services and little available water --> seem perfect

Little doesn't go with services..so it cannot be A

services are countable and water is uncountable , that along with AND which makes the subject plural.

so E is the answer.

Although E is grammatically correct choice here, but it changed "or" to "and". Logically it makes sense to have "and" rather than "or". But If it doesn't what do we do? Prefer grammar or meaning?

guys I find it very awkward

(E) there are few services and little available water

where is the verb ('are' is the auxiliary verb) of this clause?

and I agree, had it been the 'exist' in the C... that would have been the best answer.

"Are" is a form of BE which acts as a verb for this sentence.
