Answer choice E. "Just as... so to" is right form of the idiom. Hence A is incorrect. Please note what is being compared- "Mass dietary change" to "Polio Vaccine" in the original construct. This comparison is more logical if we use "giving of polio vaccine" make the comparison proper and also parallel. Hence E.
