Yeah B

A is out because it would have to be just as....so too is mass dietary change needed

Like appears idiomatically and correctly comparing polio vaccinnes with second class . Hence correct answer is B . Please advise however.

But isn't the correct idiom is

just as X so Y..

so is missing in A

'actually' seems redundant after 'might'. Also use of like is appropriate Hence (B)

Ivy, I guess we should give importance to idioms, but not too much importance. What I mean is we should take idioms into consideration when choosing an answer, but we should be very very careful when we decide just based on idioms.
