Seems that the sentence is correct and hence 1(A) is the answer.
3 does come close enought, but I'd go with the 'just as polio vaccine..., dietary changes are needed...' construction.

I also thought that answer should be B. But the OA given is A. I think correct idiom is jusa as... so..
In A so is missing.

we are talking of similar actions with intended 'similar' results. Just as Polio vaccine given (action 1) ... mass dietary change is needed (supposed - action 2).
I need to get more details on Just as ...so, anyway, here it won't make a logical sentence. "Just as polio vaccine is given.... so mass change is required..."
