C

y1 = m1 * x1 + b1
y2 = m2 * x2 + b2

Stmt 1)
(b1/m1)*(b2/m2) > 0
+ +
- -
we don't know anything about b1 and b2, so we cannot determine the signs of m1 and m2 --> Insuff

Stmt 2)
b1*b2<0
+ -
- +
no info about the slopes --> Insuff

Stmt 1&2)
from statement 1 we know that (b1*b2)<0, and from statement 2 that (b1*b2)/(m1*m2)>0. If the numerator (b1*b2) is negative (stmt 2) and the whole equation is positive, then (m1*m2) must be negative. --> Sufficient

(1) Both L and K intersect the X axis EITHER on x>0 OR on x<0>0 and K on y<0> the product of the slopes will be -ve always and thus the answer is C.
