I feel like the answer is B...

Statements:
1) m+n<0 - m and n can both be negative numbers and still satisfy the equation, or either m or n can be negative and the other positive and the equation will still be satisfied. Thus, InSuff.

2)The only way you could get mn <0 is if one of those numbers is a negative. If both are negative, then multiplied together, they'll be greater than zero.

(1) m=-1 and n=-1; -2<0
m=-1 and n=-2; -3<0

Not sufficient

(2) if nm<0 then n and m can not have the same sign. They are different. Therefore ST2 is sufficient.

Answer is B

Is m ≠ n?

(1) m + n < 0 ==> Many possibilities. Not sufficient.
(2) mn < 0 ==> m and n could not both be zero and m, and both have different signs otherwise mn > 0. Sufficient.
