Excluded A and C: don't need had / have in any answer b/c "interracial tensions" did not do two separate things in the past.

Excluded D: indicates that the interracial tensions continue today--not the case.

Excluded E: would dismiss right away b/c "running highly" is awkward

Left with B. Correct past tense

B

"highly" is wrong in C and E.

A is the wrong tense.

"run" in D is the participle of the verb, not the past tense of it. No reason to use the participle in this case.

B for me too, keep everything in the simple past is the key in this question...

Absolutely B 'Rosa Park became" and therefore should match with simple past and had is not needed (no two actions at different times). have is unnecessary.
